What's the rationale to determine whether or not a book will raise your limits?

Requested to have em raised and was denied :ohno:

The question is, was your limit always 500 or did they actually cut your limits to 500 ?

If they cut your limits then they probably felt they had good reason to and are unlikely to change their minds easily.
