Yours is........They never had to mention him sending anyone because he was told by RE that he would send who he was told to send ...So they never had to tell him they wouldnt seat his selection because he wasnt supposed to have 1 in the 1st place....

The governor is suppose to appoint someone to the open seat . After they caught him on tape offering it to the highest bidder is when they arrested him so the seat would not be bought.
