The great Ted Williams played on a decade of actual or near celler dwellers during the 1950's yet still was easily the best player during that decade in all of baseball..
HOFer Ernie Banks comes to mind also during the same era.
Finally off the top of my head I would say OJ Simpson who played 11 years but only played in one playoff game, a 32-14 loss to the Pittsburg Steelers in 1974 was the best football player to play on nearly all bad teams.
In 1971 he played on a 1-13 Bills team, in 1976 the Bills were 2-12 with OJ rushing for 1500 yards. In 1973 despite OJ rushing for over 2000 yards there were no playoffs for the Bills. In his 11 years OJ only played on two teams that finished over 500 ball - the 73 and 74 Bills both went 9-5.
