Actually, all of the planning, training and preparation for 911 took place during the Clinton administration - the act took place on Bush's watch.

So by your own standards, either both Clinton and Bush are guilty, or both are innocent.

According to most reports .....9/11 was supposed to happen in the spring of 2001. But M. Atta told them they were not ready yet. So, with Bush coming into office in January 2001 ...I could hardly believe it would be considered on "his watch". Just admit Clinton was too easy on Bin Laden. It seems the CIA would be most at fault. You can't stop everything. It will happen again sometime and somewhere .....on "someones watch".
