Why don't you kind of wait until the investigation and autopsy are complete so you actually have a better idea of what happened? Totally plausible the guy ran from police and when caught, he fell and was injured. Happens everyday in America. We just don't know.

When a fall occurs, it is critical to stabilize the victim...for many reasons, one being spinal cord injuries. It is possible that Mr. Gray suffered a spinal cord injury during the fall and in the heat of the arrest the officer's actions created the mortal injury. It is doubtful that their thoughts were stabilizing the victim in the heat of the chase and arrest. Did they follow procedure?

Not saying anything about the chase or what led to the incident, just saying that there is a good chance that this is another tragic incident that will lead to some policy changes.
