Jobs like that generally aren't handed out to outsiders. More often, you would work your way up from clerk or manager clerk. Unless you are coming in with your own sheet or recommendation from agent with big sheet, it is not very likely you would get hired to a high position.

Cleveland, if English is your second language (and Spanish your first), you may have some skills useful to a book. People with dual language skills are useful in Costa Rica.
