Offshore bank for wiring funds to books?

Funding several few dimes at a time to various books is getting more difficult - reduced transfers (yes, 90% of my transfers are to/from Pinny), no WU many places, no VISA/MC many places, and soon legislation stopping wires from US banks - so does anyone know a good offshore internet bank which (a) allows wires by phone or internet, and (b) has reasonable international wire transfer fees? (I'm down to Neteller now and would prefer another option)

Dont assume the legislation will pass first of all. If you do go offshore just know that the US Treasury rules are making it much tougher to open offshore accounts. An associate of mine needed an account in the Bahamas for a business venture and the bank told him upfront the requirements were changed thanks to the Patriot Act and regulators in the US. Rest assured it has changed for the worse elsewhere. He got it done because he had to, but he says clearly it is a difficult process best accomplished by visiting the bank there in person. Are you willing to go through lots of hoops just for an account that moves money around?

Oct 8th could not get here fast enough ...these pinheads have to pass it by then or its a no go from what I read and heard
