Looks like a cig to me. That's not really the way you hold a joint, btw. For one, a hand rolled joint is usually thinner on the end, not perfectly uniform unless it was made in a machine roller. The tapered end makes it harder to hold between fingers like that because of the decreased dexterity. Secondly, when the joint gets shorter, much like it appears the cig is in the pic, it can get hot at the end (since there is no filter). You wouldn't hold the joint on the sensitive insides of your fingers where you would suffer a burn much easier. That's why there is a tried and true joint-finger technique (pointer and thumb pinch it). Case solved.
