They don't make lines based on who they think will win by now much. They put them out based on power rating comparisons and a few other factors (injuries, weather, etc..). Theoretically, that is how you get balanced action. Sometimes you do, sometimes you don't. Sometimes the public wins, sometimes they don't.
The difference in power rating was 1 point for Ohio St when adjusted for home field. That is why the line is correct from a line makers perspective. There were many that played Michigan.
From a handicappers perspective? Well, that's why people bet. Its up to each person to determine if the game has value for them. You found value on OSU, others on Michigan.
