Need Help with my computer

I have a brand new computer, Windows XP, Norton Internet Security. The only way I can get on the internet is to disable the Norton Internet security. Anyone no what's up? It was not always like this, just started a couple of days ago. I've gone through numerous trouble shootings but do not know what gives. Probably have to hire someone to come check it out but does anyone know what is causing this? I do not visit very many sites, however, I get a ton of e mails from friends. Thank you in advance for any and all comments.

click on Norton internet firewall

click on configure
click on programs
allow (permit) Internet explorer to access the web

presto you're done.
