I'm a retired Jacksonville Fire Department Lieutenant. I reached out to a few buddies and they said it was pretty chaotic. When I left the job I was happy that I'll never have to walk into a situation like this (or any other 911 call, which are mostly non-sense). Mass casualty calls are probably the worst thing an EMS worker can respond to, and JSO and JFRD do a very good job with it.
