I worked for a lawyer for a few years and here is what I have heard first hand from county clerks.
- They must accept change as payment. With that being said, they can make it VERY difficult for you and/or claim they wont take it. They have to.
- On that note, anywhere that claims they don't take cash, is wrong on a federal level. On every bill its states "This note is legal tender for all debts, public and private". Again, it all depends on how far you want to push the subject.
On both accounts, They must accepts the forms of payments. Its just, are you going to take them to court for it?
