A lot depends on field position prior to the TD itself - often a book will have been raising the total more than a point as a team makes its way downfield assuming that a TD will be scored.
That way when the TD is actually scored they dont need to raise the total much more than they already have it set at.
Fitzgeralds 2nd TD would have seen a jump in 5 or 6 points in the total as it came out of nowhere so the assumption of TD wasn't yet in the bookmakers line.
Alternatively, had a FG been made then there would have been a drop of 3 or 4 points from the line...
