House Committee Amends, Passes Leach Bill --


This morning the U.S. House of Representatives Judiciary Committee voted 16-15 to report HR 21 favorably to the full House. The committee also narrowly voted to amend the bill, which would block all use of bank instruments to pay for unlawful Internet gambling. The amendment rids the bill of carve-outs that would have exempted the horse racing, dog racing, lottery and casino industries

Maybe that little rat Leach can spin his "righteous" prohibition ideals into yet another usual waste-of-tax-payers-money next year.

Just don't forget I have been saying these things would happen. They got rid of the carve outs because the bill would have failed otherwise. Shows it certainly is no slam dunk.

The bill is on its way to the waste-bin I am told. A couple of key figures in the house will get on the no side quickly now, especially since CA has become a big proponent of online wagering on horses. Don't want to celebrate yet, but its playing out EXACTLY as I have said it would.

every other time they have proposed any kind of bill to stop online wagering there have been two things that have stopped it:

1. carve outs (they couldn't pass it because it didn't outlaw everything)

2. no carve outs (they couldn't pass it because it would outlaw existing forms of gambling)

up until now the horse, dog, lottery and casino lobbies have kept out of this because it did not effect them. Now they will raise holy hell to stop the bill.

also, the states rights lobby will jump on board.

basically the congressmen that were on our side (in secret) saying that it would be hypocritical to vote for a bill that wouldn't outlaw ALL forms of gambling can not say that any longer... but they can say that they are voting no in support of the Conyers bill.

The people that removed the carve outs in an effort to win support of the opposition can never vote for the bill because of the flack that will be received from the lobbies and pacs. The official word will be that it would hurt the states already strapped economies.

Everyone looks good, no one looks like they support gambling.

and the bill is dead, dead, dead.

I like their software etc. for the horses

Of course they are and actually have fought this from the beginning. They and the people at Penn National's system will not publicly say these things, but I know they were on board because only an idiot would believe that its smart to support something that outlaws everything except your little niche. Sounds good for a year or two, but then inevitably some little thing happens or even just the anti people get bold and guess what, your little carve out is gone and you are wishing you never got into bed with the antis before.

The Buddyboy post is 110% accurate, just the way I have been saying it will go. There is no just no way to make everyone happy and get wide-based support. The devil is in the details, its easy to say you support it because internet gaming is not a popular subject, but when it comes down to it there is no real overriding reason to ban it either because there isn't a big cry out for that either from the middle of the road voter.
