Regarding Bush, I think you're presuming that 'rogue leader' is the same thing as 'dictator' which isn't necessarily true. After all, Hitler was elected (albeit dodgily) and I'm pretty sure it's okay to call him a rogue leader.

Saddam was a rogue leader and also a dictator, that the U.S. use to fully support and turn a blind eye to their chemical weapons use.
