So even though the ball doesn't go out of bounds the receiving player can go out of bounds and touch the ball that's inbounds and it's a penalty on the kicking team???

Yep thats the rule, the player cant get ball and run outta bounds obviously but if he is stepping out WHILE he is picking up the ball its a penalty on kicking team.

Leon knew the rule and exploited it to perfection
