Can someone explain to me why the clock doesn't stop sometimes when a player runs out of bounds? I understand it's supposed to continue to run if you go backwards out but running up the field and stepping out

It is to stop after they go out of bounds, but restarts when ball spotted ready for play
Except in last 2 mins of 1st half , and last 5 mins of game when it stays stopped till the hike it. Done to speed game up years back , I hate it.
