Not using the word rigged but what motivation is there for the Online Casinos to have a fair payback? How regulated can it be? All they have to do is have high holding percentage and its a cash cow for them if other parts of their business (ie..sports) is more volatile.

The motivation is the same reason land based casinos offer a fair payback. They can still make huge amounts of money on a relatively small edge (2-5%), and people will keep playing if they can come away with wins some of the time.
