Is President Bush Conservative?

Bush claimed to be passionate conservative.
and many people classify him as a conservative.
But what does being conservative mean?
One may say that a conservative is the one who holds traditional values, follows the well established rules etc. On the contrary, a revolutionary is the one who wants and implements a radical change of the rules.
From this point of view, I think the current administration is full of revolutionaries, especially in the international policy areas.

Conservative in the economic sense - no. Going over 5% of gdp is not conservative. But then again, what do the terms conservative and liberal mean these days considering:

Bill Clinton (liberal) balanced the budget
Tony Blair (a liberal) privatized public services in the UK
Both Ron Regan ran, and now (it appears) GWB (conservatives) is going to run massive deficits.

Well that is a question that has a great deal of ambiguity. In the classic sense, Conservatism has been in favor of limiting the power and scope of the National government, with more power and decision-making relegated to the constituent bodies (i.e. state and local), minimizing the National govt's role in the welfare of its citizens, once again that role more suited to the local bodies.
In theory I do agree with states having more lattitude and greater role in policies that directly affect them and their citizens.
However, in the present case, the Republican controlled Executive and Legislative bodies have just created the largest bureaucratic body, with the greatest reach in the history of representative democracy----the Dept. of Homeland Security.

Bush is a religious Christian. He has trouble being a conservative because he needs to impose the his morals on the people using the Federal Government as enforcement.

Anyone posting on a online gambling website must be aware of this.

I deliberately cut the "com" from "compassionate conservative", because I have not seen him being compassionate to the disadvantaged group yet.
But his is very pasionate in cutting taxes for the rich.

Must be a Jewish expression that I misused. I'm sure all the Jews on this board understand what it means to be a "non-religious Jew".

By this definition there is no way that Bush is a conservative.
