Depends what kind of work you do. My father had restaurants all my life & growing up & working in them, I would always wear shorts in the kitchen & would wear an apron. The waitresses were not allowed to wear shorts but the cooks & dishwashers were allowed since the kitchen was always hot in the summer time.

I would still wear shorts in the winter as well.
