InstaCash Fee paid for by book?

I've seen this alluded to but don't have a clear answer. Let's say I've got a 0 balance at Neteller. I go to a book and try to deposit a nickel using Neteller at the book. First, will it even work, and second, if it does, are you saying there are books that'll pay the fee. If so, which one's? Thanks.

SPORTYSTEVE had a topic earlier saying that Heritage offered to pay his Instacash charges.

For you to use instaCash you must register your bank account with NETeller first. Then using instaCash, even if your NETeller account balance is zero, you can transfer funds directly from your bank account to the book - much like an ACH (online check).

I know some books pay the fee and others may not and few will offer to split the fee - it does vary. Read their deposit pages and hopefully it is specified clearly.

The answer I received is that Sirbet will not cover the fees from the bank to neteller which is 8.9%.
