Well Public money usually comes later in the day, closer to post time. Lots of Wiseguys play in the mornings, as the makers dont take a very big bet on the overnighters. You can monitor the DonBest screen an see which side they are playing on, as the makers will move that number, trying to create 2-way action.

There is a certain site that had that information, but i dont know what it is, as i pay absolutely no attention to that stuff. But lots here do. About 8 am Pacific time is when things start to move and thats Not public money.
Public money is usually later in the day, closer to post time an usually on the chalks.
