I would like to know if there are any sportbooks out there that will handle action, that is, answer and take phone action for a credit shop based on a fee per client rather than a percentage of the action.

Are you saying you want no-juice wagering for a fee? If that's what you're saying the only one I'm aware of is BetPCI who gies juice-wagers for $39.95/month but ONLY up to $100 per wager.

a FEE per player per week to answer telephone bets. Simply they administer the action coming in. No risk. they get a fee per customer regardles of win/loss just for taking the calls of credit shop.
