In the case of runners at the books in Vegas...

I know this is frowned upon. I believe it is actually a violation.

Who is violating the rules (law), the runner or the player sending the plays?

Any help answering this would be appreciated. Have an ongoing discussion going on this.

Packer- I honestly do not know the specific laws regarding runners, if there are any that is.

I do know it is technically illegal for a person across the state lines of Nevada to call someone within the state and have them place a wager for them.

On a side note, from a bookmakers perspective in Vegas, I was more than happy to take a runners action.

Hey fish I always thought it was against regulation for LV books to lay off to each other then I was looking around the regs and saw this:

22.110 Layoff bets. Books may accept wagers placed by other books. Books may place wagers only with other books. A book that places a wager shall inform the book accepting the wager that the wager is being placed by a book and shall disclose its identity.
(Adopted: 7/85. Effective: 9/1/85.)

Interesting

Funny you brought this up, because on many occassions I used to run LARGE bets for Gene Mayday at Little Ceasers over to the Dunes, Ceasers, and the Mirage.

They were fully aware of who was actually making the wagers.

Gene used to lay off alot of action this way.

BB, a runner is someone who is putting in bets for other people, syndicates, etc. They plant their asses in books all day waiting for bets to come in and get down on the number the people they are betting for want. There is still some out there but nowhere close to what there was before offshore books opened and consolidation and corporate tight asses took the town over.
