If someone wants to head to NO to volunteer, are they allowing people into the city?

I thought to myself, I would rather go down there, give people food, water, and $$$ myself, as opposed to hoping that the RED CROSS does the right thing with it. I have seen too much bureaucratic bullshit in my life. I want to do it myself. My wife says I am nuts. If that's how she feels, well too bad. I need to find out if I will be allowed in there so I can at least see the food and $$$ going directly to someone who needs it. and yes, if I need to grab a bucket, I will do so.:monsters-

Maybe i am an idiot for even considering it. If I flew over there, i would probably get shot. However, I really would like to give it a shot if I could at least help a few helpless people.
