The guy could be just trying to make you think he is that much better than what he performed to make you think that he is a hustler just to boost his ego..

I say F him and take the bet and watch him back down.

No IDK... some people convince themselves they are so good and that they just struggled so they raise the stakes hoping that their game will step up and the other guy will choke. The odds that this guy is hustling him compared to the odds that this guy is just pissed and wants to try and win something is way different..

I would say it is much more likely this guy is just pissed... JMO

Maybe this is just what he wants you to think. It's not +ev to be certain either way about the situation.

Who hustles someone in bowling?

Tell ya what.... Let's go play some 9 ball for $20 a pop, but when you win the first 3 games I'll offer you $25 on the 5 and $50 on the 9.....AND I'll spot you the last 3 balls on the table. But it must be for a minimum of 10 games and your friend can even hold my cash.

Game?? After all, maybe I really suck and am just pissed that you beat me the first 3 times?

Slightly off topic and inapplicable to your bowling scenario but Sam Snead used to say that if you've beaten someone in a golf match for money and he then offers to take less strokes but wants to play for more money than the last match, you RUN, not walk away.
