i need clarification on the bill

if the bill passes will the government not allow credit card and money transfer companies to let u.s residents to transfer money to sportsbooks outside the u.s or is it all transfers outside the u.s. if it is just sportsbooks then couldn't sportsbook owners change the identity of their company(only on paper) to make it look like they are in another form of business instead of being a sportsbook. just trying to find ways around this bs bill, give me some feedback.

There are 2 bills one passed by the House (No criminal penalties) and a "similiar one passed by the Senate which has criminal penalties.
The main aim of both bills is to stop financial institutions in the US from processing credit cards, etc related to online gambling. However, the full Senate has yet to vote . Then a bill which has the same language worked out before it's sent to the President. We are all hoping it will not pass, but I don't hear much optomisism.(sp)!

Oldman, please be accurate!

The House passed a bill with a lot of carve outs that would allow for some legal gaming operators to go on the net. The Senate COMMITTEE (big difference) passed a bill that doesn't have carve outs and has penalties. The carve outs are crucial because quite a few lobby groups including the gaming companies have come out against the bill and has put its chance for success at quite a low percentage. When the AGA speaks out and gets the tribes on their side, that is a lot of big time dollars and influence. Before this year I would have said there is no way this would pass because Trent Lott was in the pockets of these two lobby groups as there is the big casino industry in MS and one of the most successful tribes there as well, but with Frist running the show its not quite as certain. Still with penalties and no carve outs a couple sources are telling me they are getting a sense this bill as it stands has got about a 20% of passing as is. Before the vote is taken though, they might amend it to add back the carve outs and might lessen or take out the penalties as well.

I had assumed it was a sure thing. Good info Bill. Is there any way to know when/if the Senate will hear/vote the bill?

No clue, Senate comes back after Labor Day. With the "no" crowd FINALLY assembled as it took forever to get the opposition out and together there is a chance they will be successful in just blocking it from consideration. Kyl has a lot of pull in the Senate but there is a lot of stuff that they would certainly like to address and it could be politely dropped from the schedule with the caveat that it will be dealt with next year. Next year is a real mess for us though if it gets there. This year the Congress has to do stuff that makes it seem like they are "doing something big" so things like Medicare and tax cuts are important to be finished now. Next year is buildup to the election so the big issues will become locked into partisan fighting. This bill isn't a big partisan fight so many leaders might be very happy to get it on the docket and get it passed just before the election to try to back bogus claims of fighting terrorism and protecting children and families.
