Is having 10-15 times your "pay up or get paid" number safe for bookies?

If we gave people a 250 dollar maximum bet... and people get paid or pay up at 500 up or down... what type of roll should you have sitting around?

There's only like four people who want to put in action and I just feel like it's damn risky unless we have boatloads of money sitting around
