Well, let me consult my expert on such affairs, Tony Randall. Might need a medium or something to reach him. Age should not matter, do brand new white sneakers turn her on? Next, what is her STD status? No guy likes to walk up to the herpes booth at the mall. Better than the impotentcy booth I guess. Actually I've been to Eastern Europe several times - my wife is from Sumperk, Czech Republic - she's not 20 years old, but I wouldn't trade her for any American woman I've ever dated or hooked up with. You are in Hungary, correct? I haven't been there, but Poland, Czech, Slovakia and Slovenia have all been great places to visit. We are currently considering moving to Prague or Brno for a few years, as soon as I get done learning more than a grade school level of the language.
Sorry to intrude on the age debate going on here. I feel age is totally irrelevant, although I wouldn't go below 21 because it would suck to date a chick who needs a fake ID.

For a westerner the experience should be similar in Prague as in Budapest...Prague's a bit cleaner but we're working on it.
I wouldn't think learning the language is a pre-requisite to moving here. For one it's much easier to learn when you immerse yourself and for another you'll find a lot of people who speak English and who would be happy to help you learn the local language (great way to pick up chicks btw if you ever split up with your wife).
