Not sure this question is that simple to answer General.

Every bank, every state, every country has different policies and procedures regarding wires. Compound that with policies regarding country of origin and amount transferred THEN take into consideration that some people's bank accounts will be scrutinized more carefully then others and you can answer your question with a big, fat ????

General, the book could call their bank ask for a trace and know the answer within 24 hours if it went thru or not. What book is it?

67 days is to long. The book needs to eat it and pay the man. The burden to show proof of payment should be on the book.
