Locals are really found by word of mouth, you need to be vouched for by someone. Ask any friends you have that gamble if they know of any. Most locals have reputations in their area, any that have been in business for a while most likely will pay (to a point). There is no way to say any particular local is reliable, if they have players then they are most likely reliable, their reputation is all they have, no one goes out of business faster than a local bookie that does not pay. To try to find one without an intro is not easy and a bit risky (cops). Proceed with caution.

Join a country club, or ask some golf pros how they get down action
Find the best sports bars in your town, look for the best dressed sports gambler there staring at the ticker, or the guy that has all his friends charging drinks on his gold card, or ask barkeep who the betting crowd is there
Pool halls always have small to mid-level BMs that before Offshores were around, offed action and winners into bigger locals
Car salesmen are degenrate parlay card bettors or MNF junkies, ask one questions
Look into local TV, State Police or Fed web archives, it often has records of BMs busted in the past
Sad but true..check with some of your alumni chapter big athletic donation people, and odds are many that bet, play with the best locals

Thanks guys, but that just won't work for me. I have no local friends that bet sports, I'm not going to ask attorney friends, I know some Italian lawyers, in CT there are many Italians, don't feel like joining the Mafia, or a country club.
I guess I'll stick with the offshores. It's about what I thought !

I've been in games (like 20 years ago ) where you can't quit ! Slips of paper (IOU's) substitute for money. I knew a guy named Clay Miller, he'd lose, write IOU's, we called them Clay-dough money. Come Pay-day, he couldn't pay, either.

Doug, my replies have been about good locals, and as far as "newspaper lines", even most of my college aged BMs from the stone ages(pre internet) at least used a lines service or a pager to stay somewhat current.
Anyone with really bad lines is gonna be really small limits, or a store that you may make very uncomfortable with your action.
Just stick to picking winners with known offshores, even at the worst of it number wise, at least you know you'll get paid no matter what number you may roll, as opposed to small to medium sized locals..which some can ask you to carry a figure when they're hurting.

Horseshoe : I agree. I wasn't too serious about a local, but it's a term that keeps popping up, I'd be very leery of using one !
As to K.H., I've never seen the property, but read a bit about it in the local paper. If I recall correctly, it was only a few acres, with an old house on it, maybe 80-100 years old ! There are many houses in this area that date to the 1700's, and earlier. I think the property was listed for a few million dollars.
It's a case of the land having the value, not the home. After all she didn't make 20- mill per movie.
Art Carney ( Norton... Honeymooners ) lived nearby also, never met him, but heard he was very down-to-earth, and approachable .
Large estates, with dozens of acres don't exist here (on the shore ), 3-4 acres is plenty.
In this area a house with a half-acre of land, starts at about 250k, rather typically, even a 700 SF condo, runs over 100k, it's insane ! I bought a condo for 150k about 3 years ago, that I could sell for 250k, now !

True story about a local one of the places where I live ... he opened up a little restaurant/bar gig to bide the time, socialise, just generally move business away from the house. When the contractor came in to do the build-out on the property he ordered twenty-six phone lines to be installed ... fúcking local populace is so stupid that everyone will talk about it (regular gossip mill around here) but no one can figure out why he needed it.
