From NCAA National Coordinator of Men's Basketball Officiating J.D. Collins:
Charles Barkley said he hated the rule, but under the current rules "it's only a flagrant because that's how the rule is written. If he had grabbed him, it would not have been a flagrant …"
But they were in the minority when it came to how many former players felt about it - on Twitter, many said that even if it was, under the letter of the law a flagrant foul, officials should have deferred to the situation more:

What an awful decision by the refs in the Seton Hall game. Let the players decide the game, not whistles. #CollegeHoops

From NCAA National Coordinator of Men's Basketball Officiating J.D. Collins:
"The referees have to officiate the play for its own merits. And that makes a really difficult situation. The rule is … contact that is not an attempt to play the ball or player, specifically designed to stop or keep the clock from running. And when a player puts two hands in the back and doesn't make any attempt to play the ball or the player in front of him, it's an F1 foul."
Kenny Smith, for his part, said on the broadcast that he believed "that was a flagrant foul."
Charles Barkley said he hated the rule, but under the current rules "it's only a flagrant because that's how the rule is written. If he had grabbed him, it would not have been a flagrant …"
