Help with a Local

I am new to post. This may the wrong forum for post not sure.
I used a local for the first time ever. Time to settle and he is stiffing me for $12,000. Turns out my buddy set me up with the guy in May.
This is the first time we were settling since we stayed close to even
until football. My buddy owes the guy from NBA playoffs and local
is telling me to get the money from him. Well, buddy told the local
he would pay him in full within the next couple months. I need my money now and we did business together and not with my buddy. Local also lived in a different state. I heard that is a no no.
I guess that I am out of luck?
