Does Sixth Sense qualify as a TOUT?

Regardless, I am going to buy his picks next football season.

What prompts me to want to buy it?

1. I have followed him for 3 years, and he wins EVERY year.
2. He gives the reasoning behind his picks, so if you don't agree with his logic you can fade the pick or lay off the game.
3. He is not going to fleece me. It's $200 for the season and that is it. That is like $12/week. If I have a 2-1 week instead of a 3-2 week, it more than pays for itself.
