Tizdoom, the House, the Senate and the Executive Branch have all initiated their own budgets for quite some time now, maybe since the inception of this country for all we know.

As a matter of fact, there was a thread around here not too long ago where people were claiming the budget process is actually the President's responsibility. Based on how things have been done lately, I can see why they have such a misunderstanding.
