I'm going to suggest it's a lot less complicated on both sides of the ball. I'm not sure how many welfare recipients use PEDs and masking agents. I also thing pot, cocaine, crack and heroin are much easier to test for

They're very easy to test for. They're also very easy to beat. Some states have already tried testing welfare recipients. If we could somehow find the results for those it would give us a good picture of exactly what it accomplishes. Unfortunately as MikeB already demonstrated there is no fast and easy way to find that sort information on a computer. If a company ever came up with a way to search for things like that they would probably make a lot of money.
