Paypal has an insurance on items never received. Also, if you paid through paypal, and it is linked to your credit card, call the credit card company and dispute.

I am 100% sure you can dispute thorough paypal if you contact them. doesnt matter if the guys is still around or not.

Paypal says if he delivered goods and your beef is the quality or description, there isn't any recourse. My Paypal is connected to my bank account so no luck there. Paypal and Ebay insurance is really for a total stiff situation, if the scammer just wants to screw you over he can find a way to do it that works around the protections you think you have.

If you purchase by credit card, you're covered. All you do is dispute the item to your cc company. Never pay any other way when dealing over the internet. It has saved me more than once by refusing to do business any other way.

Yeah, that's what I keep hearing, but item was paid for with funds ALREADY IN Paypal, so that is another problem. Oh well, I'll just move on as Wildbill said above. Here's another problem though. I have a 100% rating, and I don't want to tarnish that. If I leave that guy, or young kid it sounds like to me, negative feedback like I should to help & warn others, he may be able to retalitate and do the same if he gets reinstated by Ebay.......:icon_conf

But Fair, Paypal wont do anything if that person has already pulled all of their funds out will they?......

If you have a credit/debit card tied to your Paypal account, you might be protected in a fraud case. I would check.

I have had many transactions on Ebay, and I have been screwed a couple of times. I always make sure to empty my paypal account before purchasing anything to make sure transaction goes on my credit card. I have had 3 instances 2 through Ebay and 1 outside of Ebay where I have had my credit card company reverse charges. It takes a bit of time but you will get your money back every time. I am never concerned about purchasing anything as long as I put in it on my cc, as I know they will back me up.
