I'm not suggesting Trump fire all 35,000 agents but the
top echelon clearly need to go. That would be a big step
toward draining the swamp and would also show he means

Disband the agency and start over. 35,000 do nothings. I'll bet you could have an effective FBI with about 25% of that workforce, proper surveillance, and tracking equipment and EFFECTIVE management.
