But the democratic congress is at 21%.

If they had impeached Bush & Cheney, that approval percentage would have soared.

Anyway, I don't think the public fully understands the role of congress. They are certainly attempting to do more oversight than when the Republicans had the chairmanships. In that regard, the new congress is a significantly better (but most don't understand that or pay attention).

Actually, such polls reflect approval ratings for the US Congress as a body - of which about 48% are currently Republicans.

I think we'll see a record number of US Congressmen replaced this November along with the Repubs losing The White House.

Agree! Agree completely! Only someone like Bush, who even most Republicans have to admit lowered the Presidential bar somewhat, could have paved the way for a possible Obama presidency.

Three Presidents—George Washington, Abraham Lincoln, and Franklin D. Roosevelt — are consistently ranked at the top of the lists.

Ranking at the bottom of most polls are Warren G. Harding, Franklin Pierce, and James Buchanan. I'll ad Bush & Carter to this list and do predict if Obama wins the general he'll lower the bar even further!
