Does getting a busy signal a sign of a bad book? or that it's just that busy?

Just a busy signal is not so bad. But a fast busy signal is not good. This one scares me..
But the ultimate worse is when you get that annoying sound "tee too tooo" and a woman's voice saying...
"I'm sorry, but the number you are trying to reach is no longer in service. The line has been disconnected. Please hang up, or try your call again.. This is a recording."

as a bizarre sidenote "that" recording (et al)was made by a 71 y/o telephone worker for one of the phone companies in houston tex.
she died las month.
on of the radio stations here, in pittsburgh, had the d/j try to call her home in houton on the air live & you gessed it " your call cannot......"

If this happened at Olympic Chris claimed it was probably a circuit problem. Write them and tell them where you called from and other info they need. I think they need what your phone carrier is as well.
