He is about to make his first public comments since leaving office, at a forum in Chicago. Now the ongoing rule of presidents is you talk only about policy. You don't directly criticise your predecessor or successor. The last president to break that rule was Eisenhower. Then of course Trump shattered it with the 'wiretap' accusations. I'm guessing Obama will respond only slyly and not directly.
