Maybe maybe not but I got hit with this bad boy this month and didn't realize anything was wrong until my ISP accused me of being a spammer...they were using my box as a spam server.
Found the virus removed it but Windows was beyond repair, had to back up and reinstall.
Press CTRL+ALT+DEL
Then google each of the items running under the processes
It will give you a clue to where the slow down is happening
google cc cleaner and download it and install it. On tools, see what is starting at startup and disable some of them. While at cc cleaner website, might want to download deflagger and defrag your hard drive also.
computer is on a regular defragging cycle. I use windows defender and norton antivirus. Don't believe it's a virus. Internet explorer using 114,000 k. other than that nothing about 30,000 k
