Costa Rica is not highly taxed at all. Taxes are actually quite reasonable, with the exception of importation taxes.

However, complicated tax rules, lack of fairness, lack of enforcement, and lack of efficiency in collection and ability to make payment creates an evasive state. New taxes will just exacerbate the situation.

New taxes on top of old taxes that are not properly collected is just more evaded tax. It's a legislative solution to a problem that requires a policy solution.

BTW, does anyone know what exactly is being proposed? I've heard a 15% tax on all interest, capital gains and passive income; but no clarification whether that is applied only to Costa Rica-source income/property.

Not to be confused with the 14% Value-Added Tax, which is also being proposed I know.

FYI, that 15% capital gains tax will truly screw over everyone that previously understated the purchase price of their real estate to save on the transfer tax.

Man these people are retarded.

Problem:
We don't get money because we can't collect on taxes. We can't collect on taxes because:
1- we are disordered
2- tax filing is hell (I'm counting caja here too, it is basically a tax; call it what you will, if I have to give you x% of something that is mine, it is a tax in my eyes)
3- little value toward tax payers (in the first world you actually get things for paying taxes, like roads, public infrastructure and other common interest items)

So, in order to fix this, situation, they are:
1- not going to create more order
2- not going to streamline the taxation process
3- (god forbid) not going to increase value given to tax payers for their tax dollars.

Instead, they are going to:
4- Increase the tax burden of the few unlucky enough to not be evading taxes.

I hope CR bottoms out soon as a society, I'd love to see it start going up again. Right now CR is going to hell in a hand basket.
