Like pocketrockets already said, the player pool would be split up, so that Portuguese players would have to access the Portuguese domain & software version and would be able to compete vs local (fellow Portuguese) players, but only vs them while being shut off from the international player pool with accounts registered in other countries.
Not really the setup you want, if you plan on generating some income by playing online poker. Plus any new legislation might also introduce taxation on any winnings made playing poker. That alone might not be a deal breaker, but if the tax system is fucked up like in Spain, it's pretty much a poker ban for every human being with a functioning brain because you would have to pay tax on every single hand, where you made money while losses wouldn't be deductible. Meaning you could bust your whole buy-in and still be reliable to pay taxes if you had won one or more hands before busting out.
If you're looking into Europe, besides Portugal and Malta, Eastern Europe might be worth a look although most those places might not be everybodys cup of tea and it might be tough to get by if you only knew English. I for once, if I had to choose, would probably settle for Portugal...or opt for switching between Malta/Spain (lots of limitations on gambling, but once you have accounts set up, you can work around them) or Croatia (would have to acquire some language skills first) during spring/summer and move on to a place like Brazil or Colombia/CR for the other 6 months.

I'm going to retire on about $90K (in today's dollars) in pension money (not including 401K/Roth IRA money....or selling off properties) at 54 years old (10 years). If going south, I've looked at Panama, Colombia, CR, Nicaragua, and Uraguay. Those places seem very ex-pat friendly.
The Asian countries are interesting, but seems like traveling to and from would be an ordeal (whereas going to Central America would be like flying cross country or less).
Chances are I'll just end up here in the states....and take some free Space-A (MAC) flights to Europe and Central/South America a few times a year.

Switzerland would give you a rather value for your money because of the high cost of living thanks to their strong economy with high salaries. Other than that a nice choice, if you like the mountains & have no problem with the winter climate.
Uruguay is a pretty nice option, only been there on vacation so far, so not sure about day to day live, but the country is stable and rather secure, ok climate, affordable cost of living and very welcoming to expats, far less hassle to obtain a permanent visa than in Brazil for example (even though that's less a problem once you receive a pension and are actually retired).

I went to San Andrés a year ago with a couple of friends over a weekend... basically a bachelor weekend and dude it was worth it. And San Andrés is not supposed to be the best spot if you are single, like Loman said, Medellin is where is at and the women from that region are supposed to be the most beautiful. Partying is cheap and so is food and company, Colombia is a cheaper country than Costa Rica by a mile, not as much as Nicaragua or Panama but maybe along the Mexico standards which is fine.

Only have lived for an extended time in Germany, Netherlands, Costa Rica and now Brazil, that's why I said that I've been to Uruguay only for a short vacation, which is good to get a first impression, but of corse is very different from living there 24/7. But have heard & read good things about them being welcoming to expats etc.
Have been to several other countries, but that's not really that difficult in Europe thanks to the EU/open borders and distances in Europe being way shorter. Like driving from Germany to Barcelona in the past, crossing the Netherlands, Belgium, Luxemburg and France on the way...the same distance in the US or Brazil wouldn't even get you across half the country...tbh, haven't even travelled that much anymore since I left CR and came to Brazil about 3years ago: Did three 4week trips across Europe, when I had to go back to get new visas anyways, and went to Uruguay (mainly Punta del Este & Montevideo) & Buenos Aires + Iguazu. Other than that haven't left Brazil and probably wouldn't leave, even with Dilma being reelected, their economy probably halting/decreasing pretty soon and inflation starting to rise. Unfortunately crime (shootings, arsen, robberies) and violence flaring up for the last few weeks, even in Florianopolis (at least in some areas), after they started to crack down on some of the (prison) gangs and their leaders, but despite all the problems and rather high cost of living for this still not being a first world country, just love this place (and highly contest the statement by several people, that Medellin has the most beautiful women in the world).
