If I could not place all 50, I'd probably want to shoot myself.
I suspect I could also name 48-49 capitals. I'd probably miss one or two. Other than places like North Dakota, I could probably roughly place them in the right places in each state as well.
I think one should be able to place the names of all 50 states on a blank map of the USA, and most school kids probably can, or at least come close.
It's the adults ( over 30 or so) that would do worse. I'd be willing to bet the average score by randomly selected adults in USA is not higher than 40 correct.
State capitals would likely be much worse. I'd bet a good half would say Las Vegas is the capital of NV. I don't see much need to actually know these.
give me a pencil and blank piece of paper, and I can draw you a map of n america, and name each state in the US. this is after 6 to 8 beers... used to win lots of money in bar bets doing this... amazing how many dumb asses there are in the world.

Not exactly a tremendous mental feat, I'm sure I could do it too ( with a bit of study to brush up).
Here's some results:

Americans' knowledge (?) of geography

The National Geographic Society made a survey of young Americans' knowledge of geography. Here are the SURVEY HIGHLIGHTS
Among 18- to 24-year-old Americans

[*]87% couldn't find Iraq on a map
[*]70% couldn't find New Jersey
[*]11% couldn't find the U.S.
I'm not shocked about Iraq or even Jersey, but 1 in 9 can't place the USA as at least kinda sorta in the middle of North America ?
that last one is ridiculous, but probably true.
I think my under 40 states prop is a LOCK !
