The 3 way line (Germany, Turkey, Draw) means you lose your bet if you have Turkey or Germany and the game ends in a draw. Soccer bets are generally for 90 minutes + injury time only, so if the game goes to OT, OT doesn't count toward your bet. The exception is if you have "Germany to advance", which includes OT and PKs.
Selecting a team -.5 is the same as selecting them on the three way line though for some inexplicable reason the lines often differ.
There are also bets for Germany PK and Turkey PK, which is a 90 minute + injury time bet that pushes on a draw.

i.e.
spain -250
russia+650
draw +325
then the spain -1/2-230 russia + 1/2 +210

No, OT and PK is only included in the "to advance" plays. I have never seen a play where OT is included but not PKs, though that too may exist.
That still makes no sense, the bet is the same irrespective of its opposing bets. I understand that the two sets of bets have different pools of money, but it still makes no sense that the same bet would have two different lines.
