Buying Euros

I am interested in buying euros
What is the best way to go about this (being in NY would I be best suited to go to a currecny exchange place with cash)? What are typical transaction fees? how would any gains or losses effect my taxes?

I wouldn't buy euros straight up, maybe a currency fund is a better investment?
