WASHINGTON, July 7, 2015 – The chairman of the Joint Chiefs of Staff told lawmakers today that embedding joint tactical air controllers with Iraqi forces would not be the silver bullet in the fight against the Islamic State of Iraq and the Levant.


“The silver bullet is getting the Iraqis to fight,” Army Gen. Martin E. Dempsey said.
In joint testimony with Defense Secretary Ash Carter before the Senate Armed Services Committee, Dempsey described the global security picture as “uncertain as I've ever seen it.”
ISIL is one of many concerns that U.S. national security leaders must evaluate and counter, he said. He cited Russia’s challenges in Ukraine, China’s assertiveness in the South China Sea, North Korea’s growing nuclear and missile technologies, growing threats from nonstate actors and “a rapidly leveling playing field in cyber and in space,” as some of the threats to America.
“The world is rapidly changing everywhere, and we are seeing significant shifts in an already complex strategic landscape,” the chairman said. “While our potential adversaries grow stronger, many of our allies are becoming increasingly dependent on the United States and our assistance, and some of our comparative military advantages have begun to erode.”
Three Trends in Middle East
The Middle East is the victim of three trends manifesting themselves simultaneously, Dempsey said.
The first trend is that several governments are struggling for political legitimacy, he said, because they are not sufficiently pluralistic or they are not sufficiently accountable to their citizens.
The second, he said, is that the centuries-old Sunni-Shia schism continues with new weapons, new means of gaining adherents and new ways to subvert opponents.
“Third, we’re see rising competition between moderate and radical elements of Islam, and ISIL and others are taking advantage of that competition,” Dempsey said.
The chairman said he believes the U.S. military role in the region “is appropriately matched to the complexity of the environment, and is a level of effort that is sustainable over time.”
Whole-of-Government Approach
Dempsey repeated his contention that military power alone will not win the war against extremists like ISIL. The United States is using a whole-of-government approach to the problem of extremism, he said, an approach that includes economic, law enforcement and diplomatic efforts in addition to military force.
“This campaign focuses on actively reinforcing and hardening our partners in the region who must, and in most cases are, taking responsibility for their own security,” Dempsey said. “And that’s an important point. Enduring stability cannot be imposed in the Middle East from the outside in. The fight is enabled by the coalition, but it must be owned by those regional stakeholders.”
The chairman said the effort marks the beginning of a complex, nonlinear campaign that will require a sustained effort over an extended period of time. The United States must be as agile and as quick as the network of terrorists it faces, he added.

WASHINGTON, July 7, 2015 – The Defense Department and a global coalition share the intent to deal the Islamic State of Iraq and the Levant a lasting defeat, Defense Secretary Ash Carter said today.


Carter, joined by Chairman of the Joint Chiefs of Staff Army Gen. Martin E. Dempsey, testified this morning before the Senate Armed Services Committee on the department’s counter-ISIL strategy.
“The administration’s strategy to achieve [ISIL’s lasting defeat], as the Joint Chiefs’ doctrinal definition of strategy puts it, integrates all the nation’s strengths and instruments of power,” Carter said, describing nine synchronized lines of effort.
Seven of the nine are outside the department’s area of responsibility and include political, intelligence, financial, counterterrorism, humanitarian and homeland-defense efforts, he told the panel.
Lines of Effort
DoD leads two interconnected lines of effort: denying ISIL safe haven and building partner capacity in Iraq and Syria, the secretary said.
To execute these efforts, he added, the department and coalition partners are conducting an air campaign, advising and assisting Iraqi Security Forces on the ground, and training and equipping vetted local forces in Iraq and for Syria.
The U.S. and its and coalition partners have conducted more than 5,000 airstrikes that have limited ISIL’s freedom of movement, constrained its ability to reinforce its fighters, and degraded its command and control, Carter said.
Coalition air support has enabled gains by local forces in Iraq and Syria, including Syrian Kurdish and Arab forces, who recently took the key border town of Tal Abyad from ISIL, cut one of its key lines of communication and supply, and put ISIL on the defensive, pressuring its stronghold in Raqqah.
ISIL Has Suffered
“Those examples demonstrate again that where we have a credible ground force working in a coordinated way with the coalition air campaign, ISIL has suffered,” Carter said.
“That’s what makes … developing the capacity and capabilities of local forces so important,” he added.
Success against ISIL requires capable local ground forces rather than putting U.S. combat troops on the ground as a substitute, Carter noted.
“That’s why we’re bolstering Iraq’s security forces and building moderate vetted Syrian opposition forces. But both of these efforts need strengthening,” he said.
Train-and-Equip Mission in Syria
In Syria, the department is three months into its train-and-equip mission. Training is underway and work is ongoing to screen and vet nearly 7,000 volunteers, he said, “to ensure they are committed to fighting ISIL, pass a counterintelligence screening and meet standards prescribed by U.S. law regarding the law of armed conflict and necessitated by operations.”
As of July 3, the department is training about 60 fighters, Carter told the panel, adding that vetting standards have whittled the expected numbers.
“But we know this program is essential,” he said. “We need a partner on the ground in Syria to assure ISIL’s lasting defeat.”
In Iraq, the department is working to equip vetted local forces and expediting delivery of equipment and materiel to Iraqi security forces, Carter said.
Constant Assessment
The department is working with the Iraqi government to make sure it quickly passes the equipment to Kurdish peshmerga and Sunni tribal forces, the secretary added, noting that forces in Syria will be equipped as they complete training.
“We’re constantly assessing this approach,” Carter said.
“The strategy is the right one,” he added, “but its execution can and will be strengthened, especially on the ground.”
In Iraq, the effort is focused on increasing participation in and the throughput of training facilities. In Syria, the goal is to capitalize on recent successes in Kobane and Tal Abyad and continue striking ISIL’s nerve center in Raqqah, Carter told the panel.
“Achieving ISIL’s lasting defeat will require continued commitment and steady leadership from the United States and our global coalition,” the secretary said, “hard work by our men and women in uniform, essential … efforts along the other seven lines of effort, and most importantly, commitment and sacrifice by Iraqis and Syrians.”

Separately, Syrian aircraft conducted airstrikes within Raqqah near the timeframe of coalition forces, the officials said, noting the Syrian airstrikes were not coordinated with the coalition. The nearest coalition airstrike to the Raqqa city center was 6.75 km away and targeted four bridges, they said.
“Coalition airstrikes continue to protect gains made by partners on the ground while opening up new avenues to further diminish [ISIL] capabilities,” said Marine Corps Brig. Gen. Kevin Killea, CJTF-OIR chief of staff. “With more than 5,200 strikes in Syria and Iraq since the beginning of the air campaign, the coalition continues to show its commitment to supporting anti-[ISIL] forces.”

WASHINGTON, July 13, 2015 – The campaign in Syria and Iraq against the Islamic State of Iraq and the Levant is a whole-of-government approach, the undersecretary of defense for policy stressed today during a Center for International Studies military strategy forum here.
Christine E. Wormuth is the latest official to emphasize that ISIL cannot be defeated by military power alone. Last week, Defense Secretary Ash Carter told the Senate Armed Services Committee that of the nine lines of effort in the strategy, the Defense Department has only two of them: denying ISIL safe haven in Iraq and Syria, and building partner capacity in Iraq and Syria.
“Ultimately,” Wormuth said, “we won’t have a lasting defeat of ISIL unless we leverage all different parts of the U.S. government and coalition governments … to bring the fight to ISIL in terms of countering its financing, in terms of defeating its messaging, in terms of stopping the flow of foreign fighters that are coming from countries around the world.”
Tactical Results
The undersecretary reported on DoD’s efforts against the terror group. To date, she said, there have been more than 5,000 airstrikes in Iraq and Syria.
“This campaign has produced some tactical results,” she said. “We have limited ISIL’s freedom of movement, we have constrained its ability to reinforce its fighters and supply lines, and we’ve degraded its command and control.”
But an air campaign is not going to defeat ISIL, she added. “We need to have an accompanying ground campaign as well,” she said. “We’ve been working particularly hard in Iraq to get that campaign going.”
She spoke of an operation in northern Syria that has put tremendous pressure on ISIL’s headquarters in Raqqa. “Events like this demonstrate that when we can find credible forces on the ground and pair them with coalition airpower and work in a coordinated way, we can actually put the hurt to ISIL,” Wormuth said.
Effort Depends on Local Forces
Local forces are key to this effort, the undersecretary said, noting that as of June 30, about 8,800 Iraqi army soldiers and Kurdish peshmerga fighters have gone through training courses. “We also trained about 2,000 counterterrorism personnel – the more elite forces in Iraq,” she said. “We now have coming through the pipeline another 4,000 soldiers, 600 of those counterterrorism personnel.”
Wormuth acknowledged that the train-and-equip program for Syria is experiencing challenges, and only 60 Syrians have been trained to date. But the program received funding only seven months ago, she said, and since then, U.S. officials have had to negotiate sites for the training, assign the personnel, put the vetting process in place and work with partners.
“We started bringing our first recruits to the training sites in May,” she said. “A number of them did not meet our very vigorous screening standards. … A good number of the recruits dropped out when they realized we were serious about having this program fighting ISIL, as opposed to fighting the Assad regime.”
Now, some 7,000 Syrian volunteers have stepped forward, Wormuth said. “I think that speaks to the fact that there is a lot of potential for this program,” she added

-- Near Raqqah, one airstrike destroyed an ISIL excavator.
