If you already have a GBP NETeller account I don't see any problem. Where you live is irrelevant.
However since you can't have a NETeller account in more than one currency and can only switch currency once I suggest you consider using NETeller in US $ and if you need a GBP account open one at Moneybookers. Many books take Moneybookers, which will convert your funds at European central bank rates to US $, if your account at the book is in US $. Some, e.g. Pinnacle will then allow withdrawal to NETeller (or Moneybookers).
