Among the new rules:
• Vendors will no longer be allowed to serve alcohol in the seating area, forcing fans to trek to a nearby concession stand to buy their liquor;
• More police will be milling about in the stadium making sure rowdy football fans don't get out of hand; those who do will be hauled out in handcuffs;
• Pregame tailgate parties sponsored by the University of Miami, where fans gather beneath a tent to mingle and drink, will now be dry;
• Ushers will be checking tickets more vigilantly and walking up to people to make sure they are sitting in their proper seats.
Some UM fans say decreasing alcohol sales takes the revelry out of the football games, where people go to relax -- not to sit quietly.
''It's going to make the process a lot less enjoyable,'' said Felix Lasarte, an attorney who holds season tickets to UM games. ``The point of going to football games is to drink beer -- it's part of the fun.''
But city and UM officials say they want to promote a less raunchy, more family-type experience for fans who attend the college football games. The change comes two months after a UM task force recommended banning alcohol sales at the Orange Bowl to cut down on alcohol abuse among students.
In a meeting Thursday between UM and Miami officials, the city, which contracts with the Orange Bowl vendors, did not agree to follow the recommendation of the task force -- but agreed to limit alcohol sales to concession stands.
''There were too many fights during the games and it was getting out of hand,'' said City Manager Joe Arriola. ``We don't want 20 drunk kids to ruin the experience for kids and family.''
